What NCR debt review does for you
Debt review is the formal process created by Section 86 of the National Credit Act for consumers who are over-indebted. It may only be carried out by a debt counsellor registered with the National Credit Regulator.

NCR debt review — common questions
What is NCR debt review?
NCR debt review is the formal debt counselling process created by Section 86 of the National Credit Act. A debt counsellor registered with the National Credit Regulator assesses whether you are over-indebted, negotiates restructured terms with every credit provider you owe, and has the resulting plan made an order of court. Only an NCR-registered debt counsellor may carry it out.
Do I qualify for NCR debt review?
You qualify for debt review if you are over-indebted as Section 79 of the National Credit Act defines it — that is, you cannot meet all of your monthly repayments on time out of your income after living expenses. There is no minimum debt amount and no credit-score requirement, and being behind on payments is not a condition. The eligibility check is free, an NCR-registered debt counsellor makes the assessment from your actual income, expenses and credit agreements, and if you are not over-indebted the counsellor must reject the application and tell you so.
What is the National Credit Regulator?
The National Credit Regulator is the statutory body that regulates South Africa's credit industry under the National Credit Act 34 of 2005. It registers credit providers, credit bureaux, payment distribution agencies and debt counsellors, sets the fees debt counsellors may charge, and investigates complaints against them.
How do I check if a debt counsellor is registered with the NCR?
Search the NCR's public register of registered debt counsellors at ncr.org.za. Every registered counsellor has an NCRDC number and it is the number, not the company name, that matters — you contract with a registered individual. What are the NCR's contact details?
The National Credit Regulator can be reached on 0860 627 627, or 011 554 2600 from outside South Africa. Its offices are at 127 15th Road, Randjespark, Midrand, and complaints can be lodged through ncr.org.za. You do not need a debt counsellor's permission to contact the regulator about that counsellor.
How do I check my NCR debt review status?
Your debt review status sits on the NCR register, and it is held as a status code — A, B, C, D3, D4 or one of the clearance codes — rather than a yes or no. A registered debt counsellor can query the register with your identity number and tell you which code you hold and what it means. A credit bureau report shows a debt review flag but it is set by third parties and is not always current.
Are all debt review companies registered with the NCR?
They are required to be, and not all of them are. Debt review may only be performed by an NCR-registered debt counsellor, so any company offering it without an NCRDC number is operating outside the Act. Ask for the number of the individual who will handle your case, then check it on the register yourself — a legitimate firm will give it to you before you ask.
Can the NCR remove my debt review listing?
The NCR maintains the register, but the route off it depends on where you are. Before a court order, your debt counsellor can withdraw the application. After an order, only a court can set it aside. When your restructured debts are settled, your counsellor issues a clearance certificate and the credit bureaux are required to remove the listing. Nobody can buy you a different answer.
