How to Apply for Debt Review in South Africa — Step by Step

What you need, the six steps, what it costs, and how long each step takes. With the times we actually measure, not the ones we hope for.

You have decided that debt review is the right move. The application is shorter than most people expect, and the slowest part is no longer you. This guide walks through every step from the first message to the first reduced payment, using the process we run on DS Chat as the worked example, with the times we measure on our own system.

Before You Apply — Checklist

Check that you are over-indebted

If your debt repayments, excluding a bond, take more than about 40% of your net income, or you cannot cover both your debts and your living costs, you probably qualify. Our debt review calculator gives a quick first answer; the assessment gives the real one.

Have your ID number ready. That is the whole list.

You do not need payslips, bank statements or a written list of accounts to apply. With your consent, your credit bureau record is pulled for you and every account on it is read into the assessment. Your income is what you declare. If your counsellor needs a payslip later to confirm a figure before the plan goes to creditors, they will ask for that one document.

Check the counsellor on the NCR register

Every legitimate debt counsellor has an NCRDC number from the National Credit Regulator. Ours is NCRDC2423. Search it on ncr.org.za and confirm the status reads active. Keep paying your creditors for now

Keep making payments, even partial ones, until your counsellor has formally notified your creditors. Stopping before that can trigger legal action that complicates the application.

The Application Process — Step by Step

The first four steps are yours and take minutes. The last three belong to your counsellor and follow the timelines in the National Credit Act. The times below were measured on DS Chat in September 2026; the sample sizes and method are on the DS Chat page.

Say hi and answer the assessment (about 2 minutes)

Open DS Chat on your phone and type hi. You answer a short set of questions about income, essential expenses and what you owe. No appointment, no call centre queue, no office. It is open at 2am. You can stop and come back later.

Your credit report is pulled for you (seconds)

With your consent, your bureau record is fetched and every account on it is read into the assessment. In 91.7% of cases nobody at DS4U has to touch it: 1,252 of the last 1,366 free credit checks ran end to end automatically. This is the step that used to mean three months of bank statements.

See your proposal (median 1.2 minutes)

You see what a restructured plan would cost each month against what you pay now. For people who complete the assessment in one sitting, the median time from first message to proposal is 1.2 minutes, and nine in ten have it inside 5.9 minutes. Nothing has changed on your accounts yet, and there is no obligation.

Sign the Form 16 from the chat (median 2.4 minutes)

The Form 16 is the statutory application for debt review. It arrives as a signing link in the chat, you sign on your phone, and the moment you sign is recorded on our server. Across the last 517 fully signed forms, the median time from sent to signed was 2.4 minutes, and 94.8% were signed within 15 minutes. That is what the old process replaced with print, sign, scan and email.

Creditors are notified (within 5 business days)

Your counsellor sends a Form 17.1 to every creditor and the credit bureaus, confirming that you have applied. From here creditors must stop collection activity: no calls, no summons, no repossession while the review is under way. This is why signing quickly matters. The protection starts once the application is in, not once you have decided.

Negotiation and the court order (roughly 30 to 60 days)

Your counsellor negotiates with each creditor to cut interest rates, typically from the high teens or twenties down to low single digits, and to extend terms so one payment fits your budget. The plan is then made an order of the Magistrate's Court or accepted by consent. Once that is done creditors are bound by it.

One payment replaces them all

You pay a single monthly amount to a registered Payment Distribution Agency, which splits it among your creditors according to the plan. One debit order instead of six or ten, usually 30 to 50% less than you were paying before.

Why we publish the times. A person handing more than half their salary to creditors every month, which is the typical applicant in our South African Financial Pressure Index, cannot take a morning off work to sit in an office. People who have to print and scan a form drop out between the proposal and the application. People who tap a link mostly do not. The 94.8% figure is really a measure of how many people finish.

The steps and the law are identical whichever door you use. What Debt Review Costs

Debt review fees are set by the National Credit Regulator and cannot be inflated by your counsellor:

Key point: every fee comes out of your reduced monthly payment. There is nothing to pay upfront and nothing extra out of pocket. The interest saving usually outweighs the fees within the first few months: a client saving R5,000 a month on interest and paying R450 in aftercare is R4,550 a month better off.

After You Apply — What Changes

  • Creditor calls stop from the moment the Form 17.1 is received.
  • Legal action is frozen. No summons, no garnishee orders, no repossession.
  • Credit facilities are frozen. No credit cards, store accounts or overdraft use.
  • One payment replaces many. Simpler budgeting, less to keep track of.
  • Your assets are protected. Your car and your house are safe while you keep to the plan.

Frequently Asked Questions

How long does it take to apply for debt review?

The part you do takes minutes. On DS Chat the assessment takes about two minutes, a proposal follows in a median of 1.2 minutes for people who finish in one sitting, and the Form 16 is signed in a median of 2.4 minutes after it is sent (94.8% within 15 minutes, measured across 517 signed forms in September 2026). The part your counsellor does follows the National Credit Act: creditors are notified within five business days of your application, negotiations usually take up to 30 days, and the plan is made a court order or consented to within roughly 30 to 60 days.

What documents do I need to apply?

To apply on DS Chat you need your South African ID number and your consent for a credit bureau check. Your debts come from the bureau record, so you do not need to list accounts or gather statements first. Your income is what you declare. Before the plan goes to creditors, your counsellor may ask for a recent payslip or bank statement to confirm the figures, and will tell you exactly what is needed at that point.

Does applying for debt review cost money upfront?

No. The assessment, the credit report and the proposal are free and carry no obligation. Debt review fees are set by the National Credit Regulator and are built into your restructured monthly payment. The application fee, restructuring fee and aftercare fee all come out of that single payment, never as a separate upfront charge. A counsellor who asks for money before you have signed anything is not following the rules.

Can I be declined for debt review?

Yes, but it is uncommon. You need to be over-indebted, meaning your repayments exceed what you can reasonably afford after essentials, you need a regular income, and debts that already have judgments against them usually cannot be included. DS Chat tells you where you stand at the proposal stage, before you have signed anything.

What happens to my credit cards and store accounts when I apply?

They are frozen. You cannot use credit cards, store accounts or an overdraft while under debt review. The balances are included in your restructured plan at reduced interest. That freeze is a protection, not a punishment: it stops new debt piling up while you pay off the old.
